Production of Population / Socio Economic Atlas


The Atlas to be produced by the project will basically be a Population Atlas based upon the results of the Population and Housing Census 2001. However, some very pertinent socio-economic indictors coming from other sources shall also be mapped to compare, and express context or relevance of the results of the population census 2001.

The Atlas will be published in hardcopy as well as made available in CD and web.

The Atlas preparation will be managed by a two-tier structure of academic and technical teams as following:
  • Editorial Committee (EdC)
  • Technical Task Force (TTF)
TOR for the Editorial Committee

The Editorial Committee will be formed among different technical experts in the field of demography and Cartography so far possible from the Survey Department, the Central Bureau of Statistics and the PMU. Different academic personalities, mostly sitting or retired professors of Universities and know specialists in the field in Nepal, will be invited as Panel of Advisors in the EdC The advisors together with the EdC review and advise on the content; and the preparation and publication of the Population / Socio-economic Atlas.

Detailed TOR of the EdC are as following:
  1. Finalize working mythology including activities for preparation of the Socio-economic Atlas
  2. Finalize the content of the Socio-economic Atlas including Composite Index and Overall Composite Index for different sectors.
  3. Finalize the desegregation level of development indicators.
  4. Finalize the number and volumes of Population / Socio-economic Atlas
  5. Supervise and monitor the progress of Atlas preparation
  6. Comment on the drafts reports prepared by the researcher as necessary
  7. Identify and recommend appropriate expertise to work in the task force as necessary.
  8. Decide on the number of maps to be produced in hardcopy or made available in the Web, CD-ROM, etc
  9. Edit and finalize the Population / Socio-economic Atlas. Submit for approval of concerned body as required.
  10. Finalize the derivative model for the socio-economic variable to carryout the direct and indirect method of estimation to generate indicators
  11. Finalize metadata base for Population / Socio-economic Atlas database
  12. Finalize classification and visualization model for socio-economic data
  13. Supervise, monitor and guide the work progress of necessary experts working in the technical task force.
  14. Any other editorial tasks as necessary
The EdC carries out its tasks on a daily basis. The TTF reports and seeks advice to the related EdC members as and when necessary.

The EdC meets at regular intervals. Panel of Experts shall be invited to the EdC meetings as and when necessary.

TOR for the Technical Taskforce

Under the general guidance of the Editorial Committee and the management of the PMU, the technical task force carries out the following activities:
  1. Draft content of the Atlas
  2. Finalize models (Derivation model for socio-economic variables)
  3. Finalize spatial data
  4. Create integration model
  5. Integrate census and spatial data
  6. Finalize classification and visualization model for socio-economic data
  7. Pull draft print, make necessary changes
  8. Create final hardcopy print output
  9. Create interactive CD and softcopy output
  10. Create images of the maps to be posted on the web
  11. Create metadata for the maps / images to be placed on the web
  12. Any other technical tasks as necessary for the preparation and publication of the Socio-economic Atlas.

Detailed list of tasks of the Technical Taskforce shall include the following:
  1. Study the data processing guidelines / rules prepared by the Gender Tabulation Group in order to make the conceptual clarity on technical terms and understand the needed formula to process the census results.
  2. Study and familiarizes with the concepts / definition of technical terms used in the census schedules and gender specific tabulation plan.
  3. Bring out the processed tables and interact with all concerned. Avoid inconsistencies and errors if detected in interaction sessions on processed tables.
  4. Participate in interaction sessions on data processing guidelines / rules with the EdC members in order to make the data-processing job smooth and effective
  5. Finalize spatial and attribute data for integration
  6. Assist and work as counterpart to the Experts as necessary
  7. Create soft copy and hard-copy of Population / Socio economic Atlas
  8. Create metadata base for the maps / images to be placed on the web
